Temporarily, you could try to enter at the lilo prompt:
linux idebus=66
see if it works good for you; the utility to check ide drives performance is
hdparm (see man hdparm), but the basic info is given by
hdparm -tT /dev/hda (ajdust to your device)
The enter in /etc/lilo.conf
append= "idebus=66"
