You seem to have downloaded updates for 7.1, not the real 7.1 thing. AFAIK, 7.1 uses glibc 2.2, so everything (cat included) is linked with glibc2.2. 7.0 is glibc2.1 based. So if you blindly replace cat linked to glibc2.1 with the one linked to glibc2.2 it won't work. Let me repeat, updates on ftp.suse.com for 7.1 are _really_ for 7.1 system.
