Quanta or Quanta+ is more than a match for the winxx stuff.
Quanta plus will also allow you to upload your html scripts and
associated files to your website.
Excellent html script editor. It manages multiple progects.
I haven't tried it but I see no reason why CVS couldn't be used
with it.
Hit F6 is see what you've done so far. Hit F6 again and your back
at the script. Highlight a tag and hit F1 and a tag dialog box pops up.
Nothing could be easier, unless you hire it done.
