I've never had a problem with Netscape on SuSE but I had this problem
on my Slackware box.

I could run netscape with plugger installed as my user and root but no
other user could use netscape.

I took out plugger.so until I could have time to figure it out.

Seeing this thread I changed the perms on /tmp/ndebug to root.users 660.
Now everyone can run it just fine.
