In case anyone is interested, I figured out this
tar problem....duh.

The correct command is:
cd /
tar cf /dev/st0 * -- exclude /proc

I've learned that tar dosn't like /.

I've run into a perplexing problem.
I try to do a full backup with:
cd /
tar cf /dev/st0 / --exclude /proc
