Only with the partition table. So you can safely delete a partition, reboot and recreate the partition. You will see the the partition data is undamaged (I have done this many times). A filesystem on that partition is not affected and still ok. If reiserfs does not keep track of the absolute partition layout, than it should be possible to delete the existing partition and create a bigger one. (Note: same start location!).
