You appear to be suppressing smb broadcasts.
Your node 164.254.63.143 is sending a broadcast out on 164.154.255.255 and
your node is rejecting its own incomming broadcast.
Broadcasting is necessary for smb to become a master. Adjust your IPCHAINS.
