For anyone interested, I found that now I must use "mail -v zentara" instead of the usual "mail zentara". This worries me that the behavior of the mail program would suddenly change. According to the man page for mail, the -v option is just supposed to show the verbose delivery info. Why the heck does it actually affect where it's delivered? i.e. /var/spool/mail vs. /var/spool/mqueue The same behavior exists whether the smtp daemon on localhost is running or not.
