Yes, as is Gnu-emacs (you mark the beginning row, column using
Ctrl-Space move the cursor to the end row, column (or vice versa),
then cut the area out using Ctrl-x r k (kill-rectangle) -- and then
paste using Ctrl-x r y (yank-rectangle)) very useful.
