I experienced this problem earlier today. I got rid of it by blasting my
/tmp *and* .kde and configured Desktop directories. So I guess it's stale
crap lying around from older KDE2 betas.

I've been using KDE2b4 to *work* with all day, and playing with it since
Friday.

It rocks out. :-)

Of particular joy to me, when I discovered it this afternoon: In konqueror
file-manager (as opposed to web-browser), select "Window->Show terminal
emulator"
