On the first glance, as long as an executable is not SUID it shouldn't make a difference. Some files in /etc *must* belong to root - like /etc/wvdial.conf. However, I don't see much point to creating separate "administrators" for /boot, /etc, etc. It may be a good idea to create a "root #2" that owns /usr/local and /opt, though...
