I placed /usr/local on it's own partition. The problem I had was that /usr/local didn't mount at boot [...] Here's my /etc/fstab

The filesystems are mounted in the order of the fstab entries, i.e., the attempt to mount /usr/local is made before /usr is mounted. Without /usr the mountpoint /usr/local doesn't exist and mount for /usr/local fails. Put the line for /usr before the /usr/local line.
