[SLE] Controlling access to halt/reboot

Hi all,
I have 2 Linux boxes on my intranet, an SuSe 6.4 and a Redhat 6.2 ...
On the SuSe box, i am allowed to use the halt and reboot commands only
as root/superuser, which is as it should be ( i think )
On the Redhat box, *any* user can execute these commands after entering
his/her password .... how can i control this ?
There's another problem, it usually reboots after the 1st halt command and powers
off only at the second attempt .............is this normal ? Can this be rectified ?
PS I am asking these questions on this List, only because the SMART Redhat-list
has unsubscribed me for some unknown reason ( i am still working this out with their
Listmaster )...
