Probably less hassle to learn Dutch :)

AFAIK there isn't a multi-lingual version of Windows, with a simple
switch to change the language.

You could try replacing all the system DLL's and executables in
C:\WINDOWS rather than a full re-install. Easiest place to get these
would be another machine. However if path names are translated things
might not work at all.
