I have "fixed" the problem by re-running SuSEconfig on tty2.

A problem with SuSEconfig obviously went unnoticed/unreported when
the packages were installed. YaST1 was being run in an xterm.

Other symptoms:
a) the only window manager which would run for me was KDE
b) everything worked for root including window managers and xterm
