same dubness here too. What do you want to do, Fred? If you want to "su" to "root" from "fred" type "su" and enter. give the password and that's it. Otherwise "su username" will quote for a password, unless you're root. See, it's so obvious easy, I must be misunderstanding your question.
Maybe Fred is referring to the /etc/sudoers file which controls what a regular user can or cannot do using the sudo command (without having to give a password every time).
