Two possibilities: (1) They are idiots who don't know what they are talking about. This is quite likely. (2) They are using Windows NT as a firewall and have unusually crappy software that is nowhere near adequate for an ISP - and there is special software, Windows-only, that must be installed on EVERY computer that tries to go through that firewall; and they are idiots who in this specific case DO know what they are talking about. (But only idiots would try to run an ISP this way.)

Yes, it is possible.
