For the second one, I suppose you've contacted ICQ and asked if they have a Linux version in the pipeline? If enough of us ask we might just get it. It is a vast improvement on it's rivals and even handles direct file transfer.
This is a bit OT from $subject, but I just want to mention the ICQ clone Licq. It is the best ICQ client I have seen for Linux, written by Graham Roff - the guy who actually figured out the ICQ protocol. In some respects I'd say Licq is better than the 'official' Mirabilis client. If you just *have* to have a Mirabilis client, though, there is a Java version available...
I don't know the answers to all of your questions, but I'll take a stab at the one that stands-out the most to me.

From what I've read in "Using Samba", the one configuration option that stands out to me is the "interfaces" attribute.
interfaces = 192.168.220.100/255.255.255.0 \ 134.213.233.110/255.255.255.0
This option would cause the samba server to send data to more than one interface. Samba by default only listens to the primary network interface, so you have to specify if you wish it to listen to other ones. This is assuming that the samba server is the machine not sharing its resources with the newer ones on the new subnet you spoke of.
The "Using Samba by Robert Eckstein, David Collier-Brown and Peter Kelly" is freely available on the web at:
http://samba.he.net/using_samba/
If the site is searchable, just search for "interfaces" and it should take you where you wish to go.
