The cause is that SuSE miscompiled plugger. They enabled plugger's debugging, which prevents running multiple netscapes on one host, i.e. renders it unusable in a networked environment. I reported this bug to feedback@suse.de ~2 weeks ago (April 3rd), but nothing has happened since. Try recompiling plugger with the patch below.
