Thanks for this tip, which has solved the problem.
Now I type "/etc/rc.d/gpm stop" and then the mouse works OK in Xwindows. It's much simpler than using sax every time.
To stop gpm starting up in the first place, you can change the START_GPM variable in /etc/rc.config to "no".
