Hi,
You can use the service provided by sites like dyndns.com,
which do just that. Provide Dynamic DNS service. Once
you have that you are always reachable by name. Next, make
sure your ISP does not block SMTP (25) port.
If they do, you are out of luck. But if they don't, you
are in business. I would suggest "postfix" as the MTA of
choice. You can be ready in minutes.
