It *should* be /dev/sdb. Are you sure it's seated correctly and working? Mind you, I'm not sure how well Linux copes with hot-swapable drives...
I don't think Linux is going to recognize hot swap drives transparently, unless you have a RAID controller that handles hot swappable drives being replaced.
