I have not seen it change it whatsoever. A few things seem to touch my
resolv.conf one way or another though. One is suseconfig. Others that I
have seen are any of the ppp dialers which include dns support like X-Isp,
kppp, etc. Also pcmcia will touch it with networking options.

With suseconfig, I have noticed it claims that mine has been altered and it
is leaving it untouched. I have used wvdial for quite some time on debian
and suse systems and have not seen it touch that file.
