Maybe the ppp daemon hasn't been started.
IIRC, pppd doesn't start until after you have logged in. If you're not getting
anything else, it could be because it is waiting for ppp type stuff. You could
try setting:
Stupid Mode = 1
in your wvdial.conf file.
