Yes. Full scientific method, only changin one thing between reboots.

Yes I tried both.

Yes, but typically you keep an IP address for a year or so with M1X.
Maybe after I rebuild my server I'll use one of the free services to get
around this, but it's a low priority to me. I've had the service for over
a year, and I got renumbered once.
