It is not possible to change ownership and permissions for files and directories on a vfat partition because the vfat file system doesn't support such information. But you can set the ownership (user, group) and permissions for all files and directories on a vfat partition by using the mount options uid, gid and umask. See `man mount' (section "Mount options for fat") for more information.
