if you have your own network it may be worth investigating IPv6, which has this type of packet as one of it's standards ( larger packets and better control also), the question is whether one of the linux IP guru's has written the files up. You could then send them to win98 (Ms has it available if you ask nicely, although they were alpha/beta last time i checked).
maybe it's cheaper (but less fun) to buy a sound card
Check out http://www.pricewatch.com you could get a older cheap sound card for about $10 or less, with ship&handling, tax (if in the same state) you could get a card for about $20 or less. Jack
