I guess this file is in MS adpcm format. There are many different encoding schemes, all having the .wav ending. ADPCM is used because it uses quite a bit less disk space. I know of no Linux program that is able to read that format. The only solution I see is to use a Windows sound editor and transform the file into normal PCM format.
