Unfortunately, interested ("authoritive") parties don't agree where the Linux distributor has to install ftp and http example environments. We're open to change the location, iff the FHS and the LBS make up their mind; not earlier (AFAIK) ;)
What's your proposal?
There are two other good candidates besides /usr/local: /opt and /usr/suse (the latter doesn't exist, of course, but it could).
