[SLE] Key delays

While installing SuSE 6.1 I read a piece of documentation about the
problem of ESC keys and ESC key-sequences being hard to
distinguish. The solution was to enforce a short delay after an ESC
(or a function key). At the time I read it I thought it applied
only in the console, but it seems to be the explanation for a
problem I have with Emacs under X.
And now I can't find the paragraph anywhere :-( not in the book or
online.
The crux of the problem is that after pressing certain keys there
is a small delay (0.5 sec plus) before it accepts the next key. So
if I do, in Emacs:
C-space END C-w
I have to hit the C-w several times. It basically trips me up
whenever I do movement followed by cutting or pasting, and it's
driving me mad.
How do I turn this off?
