Depends a great deal on just what he is planning to burn and sell.  After all 
not all packages are licensed the same.  Just because SuSE has recieved 
permission to distribute some of these packages does not mean that anyone else 
has.  I would also doubt that the good people at SuSE would care to have anyone 
else represent themselves as a reseller (and therefore imply some connection 
with the original seller) without first contacting them.

<Disclaimer>  I have not looked at the ISO image to see just what packages are 
included and how those packages are licensed, but I do know that I would read 
ALL that licensing information very carefully before entertaining the notion of 
distributing someone elses work. A bit of research is much easier and less 
costly than an incorrect assumption.
