i'd personally use PHP + GNU/MySQL or PostgreSQL.
PHP simply ROCKS.
fast, easy, popular, great DB support.
PHP supports easy use of templates, so its easy to define a look once,
and then just apply that look to all your work, allowing you to spend
your time workin on the code.
anyway, check out www.php.net and www.mysql.com
