Actually, to clarify my earlier response: My understanding is that the
version that comes to the US is the version that gets exported in many
other countries as well. So, it has to be cleared by the US customs and
their export restrictions. This is why you won't find stuff like ssh
and other strong encryption on the US version CD's. They will tell you
ftp sites in other countries that do not have these restrictions and
any US citizen can download them from there. However, if he then turns
around and re-exports the security related stuff he is in hot water
with the US government.
