I get exactly the same problem, however, not all the time. It seems
like it occurs after wvdial is not shut off properly, either by having
the ISP drop the line and me shutting wvdial off while it is redialing,
or if I use minicom before, and don't terminate that session correctly.

I am also curious about the reasons for this behavior.
