Yes, boot from your floppy and on the LILO: boot prompt enter: 
root=/dev/hdaX single 
(where X is the drive number of the root partition, e.g.3)
single makes sure you boot in single user mode
when you have got a prompt, re-run lilo, which should fix your problem.
