I had that and the reason was this:

I had /dev/hda1 nearly 1G in size and so I run into problems booting from that
when kernel image was outside of 500Mb range. I installed another small 100Mb HD
(/dev/hdb1) and mounted that as /boot, modified & ran lilo and in the next boot
I experienced the same thing. Nothing helped :-( and I had to repartition the
/dev/hda :-(((
