I had the same problem. It occurred when I did not exit the wvdial
correctly(I probably did Ctrl-C/Z or something to exit it) and then I tried
restart wvdial and I got the same error that you have. My solution was to
reboot so that it freed the com port. It seems that it occurred when I
started Wvdial with a user and then tried to use my connection with root.

I am not sure exactly what the problem really is. But I that was my
solution.
