Netscape Navigator: yes. M$ IE: ???
You need the Netscape Plugin SDK, which is available from the following
address:
ftp://ftp.netscape.com/pub/sdk/plugin/unix/
The "Plugger" plugin also comes with source. You may want to use this one
for a look under the hood: http://fredrik.hubbe.net/plugger.html

Writing Plugins seems to be rather complicated, but I might be wrong :)
There are quite a few plugins for Linux Netscape. See these links for

You do not have to recompile the browser. Well, you can´t - there´s no
source code for the browser :)
All you need to do is to compile the plugin and copy it into Netscape´s
plugin directory. The Menu "Help -> About Plug-ins" will show you, if it
has been loaded.
