this sounds more like a name resolution problem...
but it is worth checking:
6711 is the port number for http-rman
run "netstat -an | more" and see if your machine is listening on this port
if not --> correct /etc/services and /etc/inetd.conf files and then:
# killall -HUP inetd
and try it again
