Once a FAT32 always a FAT32?

Sorry for the length of this message, but.........
I (unfortunately) changed the cluster size on my single hard disk to
fat32 from fat16. Linux (SuSE 6.1) and WIN98 happily co-existed before
the change in cluster size. Well, not too bad, I thought. Just put in
another hard disk and install Linux on the second hard disk. Looking
through my WIN98 manual I find the following statements
......"converting your primary hard drive to FAT32 may cause the
other operating system to be unusable. THIS IS TRUE EVEN IF THE OTHER
OPERATING SYSTEM IS INSTALLED ON A DIFFERENT DRIVE"....and......WITH
FAT32 CLUSTER SIZE........"YOU CANNOT UNINSTALL WINDOWS 98" (emphasis
added).
If anybody is interested I'll tell what prompted the change to
FAT32, and what System Commander Deluxe (4.021) does under FAT32 cluster
size.
In the meantime, I have three questions:
1. Anybody know of 3rd party software which converts FAT32 back to
FAT16?
2. Has anybody attempted to install Linux (FAT16) on one disk with a
functioning WIN98 (FAT32) on a second hard disk?
3. Will the new release of SuSE Linux contain support for FAT32?
