I realize this is not exactly the answer you're looking for, but wget will
do that. It will resume where it left off if it gets interrupted. It will
run from a command line, in the background, or from a cron job.
Netscape is handy for finding things, but not always the best way to
download things. I usually poke around with netscape til I find the proper
URL of the file I want, then go back with wget to retrieve it. Especially
if it's a large download.
