Ahh. I have found that when trying to connect to an NT box (pppd in
SuSE 5.3 appears to reject msoft chap protocol). I have never had
problems connecting to an ISP tho (never met in ISP running Windows
95/98/NT either ;).

Replacing the pppd binary with one from the RedHat 5.1 distribution
(and the required pam libs) fixed the problem right up for connecting
to an NT RAS.

Try setting the debug flag on pppd (can be done via the kppp dialog)
and checking the logs to see why it fails.
