It is not there by default. You have to explicitly set it. What the
man page says is that bolding and underlining are activated by default
even if -m is not specified.

This, I believe, is the default that comes with the package.
I do not believe it should be the default. It is irritating to have to
spend time configuring just to get an ordinary print.
