Not even close.  The riva is made by nvidia.  Voodoo, voodoo rush, and
voodoo2 cards are made by 3dfx. The voodoo and voodoo2 are 3d only
cards, they do not do 2d at all, and they only do fullscreen 3d, not in
a window.  3dfx voodoo and voodoo2 cards outperform any other card in 3d
performance by a factor of 4, but this will soon change as other card
makers rush to play catch up.  Voodoo and voodoo2 cards support
microsoft's directX, a subset of sgi's OpenGL, and their own proprietary
api, Glide.
