If you can fill a Portal with content its okay to create it. It won't hurt. Portals are not for structuring content (like Zypper is a subset of Libzypp therefor a Zypper Portal is forbidden) but simply for navigation. Given the number of links to the old /Zypper page its quite okay to have a Portal for it.
I think with the increasing number o portals we have to switch from the automatic categorytree list of portals in the navigation boxes to a hand picked list in a template to create a better usable navigation across portals. Greetings
And.. what is "Portal:Libzypp/History" ? It shouldn't be a Portal itself, but only a subportal wiki page, right?
This should be a simple page linked from the Portal. Sub-pages like Portal:Bananas/Apes are ONLY for filling the Apes box on the portal. It's to keep the content and the layout of the Portal separated and therefore easier maintainable.
I also see that "Portal:Weekly news team" shouldn't be a portal, but a standard "openSUSE:" wiki page.
