*** Thinking about navigation.
Navigation field (or frame; not sure about correct term) should be placed
always on the same spot that is almost impossible to miss.
One option is current Navbar with small change in style to appear as part of
the Bentofluid. See preview:

The other option is right column starting from the top of the page.
Example you can see on the same Portal:Support.
Why right column?
On the top of the page we have global openSUSE navigation, left side column is
current server navigation and, in case of the wiki, toolbox. For local article
group, related links, list of topics covered with current article we can use
right column. Additional benefit is that it will shrink content area (middle
column) which will make it easier to read.
Advantage of Template:Navbar is manual control of sort order, but at the same
time that is disadvantage as any update is manual too. With tens of templates,
one for each article group there will be some work to keep that up to date.
Advantage of right column is that once set it will be automatically updated
with new articles added to appropriate category, but there is limited ability
to control sort order.
What will be included in navigation depends on portal content, but in general
there should be:
* closely related content like "Support topics" or "Related"
* wider group like "All portals"
The site map links can be included at the end, just for user convenience, but
they should lead to separate page.
The exact implementation of the right side:
* as one subpage, like now
* few pages in separate frames,
* one frame with multiple pages
depends more on taste then function.
