I committed the patch to our wiki svn and set in the config:
$wgMultiBoilerplatePerNamespace = false;
To use different boilerplates per namespace, you should change this

How do we want to configure the boilerplates for different
namespaces?
MediaWiki:Multiboilerplate for the main namespace templates and for
example Mediawiki:Multiboilerplate-102 for the Portal namespace.
Ok, I enabled MultiBoilerplatePerNamespace on wikistage,
it will be available on wiki.o.o upon the next deployment.
