[opensuse-wiki] Navbox templates in place now

After our brief discussion in the #opensuse-wiki meeting today, I wrote
some documentation on how to write navigation boxes:

There is a chunk of example markup that you can cut&paste to create new
navboxes.
Both the GNOME and KDE navboxes already use that markup:
http://en.opensuse.org/Template:GNOME_Navbox
http://en.opensuse.org/Template:KDE_Navbox
The markup can of course be tweaked for each different topic; other ones
may certainly need a different organization than "Participating /
Developing / Communicating / Planning".
This all is part of the larger project to create "wiki-projects",
similar to Wikipedia's, in which editors with knowledge around a certain
topic get together and improve all the pages related to that topic.
