I strongly agree with you.
But I've been working with open-source since 2001 and during this time, the biggest complain I hear is that the software is pt instead of pt-br.
OpenOffice is a great example. Until the pt-br version was not released, the language was the major obstacle to its addoption.
I, by myself, would be very happy if we could have a single language.
