= _is_ the article title format, according to wikipedia (so mediawiki) 
standards), and it's use on the page is not encouraged.

anyway, it's of little importance to begin by = or ==, what is 
important is to have at least four levels of titles (what ever name 
your give them) visibly different, what is not the case presently
